If you have only 18 months duration n your masters, you will need to have exceptional bachelor’s degree and scores.

Check out some universities in the US offering geotechnical engineering.

Doctor of Philosophy in Civil Engineering - Geotechnical Engineering

Iowa State University, USA

Ph.D. in Civil and Environmental Engineering - Geotechnical Engineering

Arizona State University, USA

Doctor of Philosophy (Ph.D.) in Civil Engineering - Geotechnical Engineering

Texas A&M University, USA

Good Luck!
