Hi, With 10,000 $, it is not easy to do a Masters in USA or in UK either. With most Universities Tuition fees falling in the range of 15,000 to 20,000$ range, it could cost you about 20,000 $ plus to complete the Masters program, say in Economics, unless the student get a massive scholarship. Add cost of living of atleast 10,000$ per year.
I would advise the student to look at other countries like Malaysia which will offer Masters in the range of 10,000$. Several top western Universities hasd set up base in Malaysia like University of Nottingham, Monash University, Swinburne University, Curtin University, etc has set up campuses and offer Masters at a lower cost compared to their parent campuses.
