Most of the Universities will have grants, please check the Eligibility criteria before you apply. To apply for bursary, you have contact the University directly, You can fill online application form for Scholarship. Scholarships are awarded on various criteria usually reflecting the values and purposes of the donor.
Please note that scholarships/Bursary are of two types:
Merit-based: These awards are based on a student's academic, artistic, athletic or other abilities, and often factor in an applicant's extracurricular activities and community service record. The most common merit-based scholarships, awarded by either private organizations or directly by a student's intended college, recognize academic achievement or high scores on standardized tests
Need-based: These awards are based on the student and family's financial record
Apart from this they can also waive off your tuition fee, this means that students don’t pay for their tuition. Keep in mind, though, that this is generally awarded to graduate students. Normally performance in the first term is monitored to be eligible for this.

Hi, Fees in most of the Malaysian Public Universities are quite affordable and so try to get in to one of the good Universities like UPM, UM, UTM, etc. Some of them also offer 100% scolarships provided your academics are very good and if you have to potential to do PhD there.
