Hi, Ireland Universities do consider students on a case by case basis can exempt IELTS for students whose 10th and 12th English Subject marks are good ( more than 70%) and who has pursued his UG in a college where medium of Instruction is English. But it is up to the University to decide whether IELTS is required or not.
So please write to the University or College and check their requirements. It is always preferable to have an IELTS or TOEFL score when you go to a Western Country. A student who is not able to score a 6.0 in IELTS will find it very difficult to survive in a English speaking country like Ireland.
