As you have a good score in your UG you can try for many universities who offer Ms in EE Financial support will not be provided to all international students and each university has their own eligibility criteria.
Scholarship depends upon your previous academic result and also after entering the university, depending on your academic performance in the 1st term you may get the fee waiver or scholarship from the 2nd term onwards. The University admission team will have their own eligibility criteria and the student has to fulfill it. Doing a PhD at this stage is not advisable. You have to shortlist the university that matches best to your financial budget and academic scores.
