Hi, In general all Universities require some kind of English Proficiency proof. Some Universities insist on writing IELTS or TOEFL exam. But some of the Universities or Colleges in countries in Singapore require you either IELTS / TOEFL or get a letter from your previous institution that your previous education was taught in English. It is compulsory to have a IELTS score for all colleges or Universities in Australia as it is a Visa condition as well.
Any student who wishes to go abroad should be good in English and I would strongly recommend students to write either IELTS or TOEFL exam.

It all depends where you university is located. If the university is located in Nepal or Bangaladesh then you may not require IELTS or TOEFL in few of them. Similarly, if you wish to apply to few educational institutes in Mauritius, Dubai, etc than you may not need English proficiency test. However, you need to think how will you survive or study without confidence of English language conversation. Hence, it is better to have one and apply to good country option and good university for your future career prospect.

Just to cut is short we are associated with many Universities in USA, Europe which do give a waiver of IELTS/TOFEL. In total I can recall around 26 countries where a student can apply without IELTS/TOFEL or any other English test.
