RIT provided over $16.6 million in merit scholarships and graduate tuition remission to approximately 2,100 graduate students. For more information regarding financial support for graduate students please visit the RIT link. Graduate scholarships and assistantships are awarded to graduate students in most academic departments. Awards are based on academic excellence and English language ability. The amount of the award varies by student and department.
In general the minimum entry requirement is 3.0 GPA and above on a 4.0 scale. Try to apply to RIT and other universities based on the entry requirement. Also you can apply to the following universities like Oakland University, University of Denver, Temple University, University of Arkansas, George Mason University, University of Texas at Dallas, Illinois Institute of Technology, The University at Buffalo, State University of New York, University of Central Florida, Stony Brook and Portland State University.

In most cases your admission and scholarship in USA universities depends on the your overall profile and how you stand in the merit
RIT is indeed a compettve choice for Microelectrronics course , they do offer a lot of tuition scholarships to students who qualify
As seen from your profile ,your GRE score is avergae , if your academics and projects are related to microelectronics then you stand a good chance toget an admit with scholarship at RIT
