Some of the popular courses im ECE are integrated circuits and vlsi, telecommunication and information systems, solid state electronics, digital signal processing, wireless broadband technologies, communication and information, applied electromagnitics and RF circuits, etc.
University are independent abroad and admission parameters and weightage is different in different universities. Hence, it will not be right to provide any random list without proper research. Check usnews or petersons website for random list of USA universities to apply.
I will suggest you to do a good research or follow pre-application process to find universities for you to apply. Good universities deadline start one year before. The early deadlines of Sept/Oct/Nov 2013 for FALL (August/September) 2014 intake are mostly scholarship deadlines. Visit individual university website to find more scholarship details. As investement for studies abroad is huge, it will be wise to join universities giving you good returns on your investments.
There are good number of universities that offer MS in ECE and I am sure if you do a good research you will find few USA universities accepting your profile. Your GRE score and your overall profile is important for scholarship purpose. In addition universities offer research assistantship, teaching assistantship, and graduate assistantship to cover the cost of education in addition to tuition scholarship.
