IELTS tests ones English language skills and most Universities ask students to take the exam to find out if the student's language levels are sufficient to untertake UG or PR programs in the University. Some Universities exempt you when you can provide sufficient proof about your Level of English like either furnishing proof that you have been taught in English at your school level or they do telephone interviews with students and exempt them.
But the decision to exempt you to write IELTS lies with the specific college and I would strongly advise you to write to the Universities concerned with the same query.
