Hi, The question is very difficult to answer without specific inputs from you like the Subject you want to study, the marks you have scored, the competitive exams ( like SAT, TOEFL) you have taken, the region in USA you want to go, etc.
The lowest possible cost of education in USA are avialable in community colleges which offer a variety of Bachelors courses. Apart from that there are several Public and State funded Universities which are good. Scholarships are meant for High scorers and Meritorious students and every University has its own yardstick for giving scholarships. You need to go to individual Universities or walk to the US embassy supported USIEF which helps students with clarity on Education issues.
The least cost tuition fee Universities are normally State funded universities. These universities will normally have the word State mentioned in the name like State University of New York (SUNY) (they have lots of campuses). Similarly you can find other State universities in USA like Arkansas State University, etc.
For scholarship good academics and SAT (for UG), GRE (for MS) and GMAT (for MBA) is required. Doctoral (PhD) programs in good USA universities are fully funded (which means the prospective student receives full tuition fee scholarship and assistantship). Scholarships in Management (MBA) related courses are relatively difficult.
Besides Scholarship, Merit student receive assistantship which could be teaching based, research based or graduate assistantship. USA University may offer more than one assistantship to attract merit students besides tuition scholarship (fully or partly). All these ways helps student to reduce the cost of education in USA.
There is also the possibility to work on-campus or off-campus for 20hrs per week and stay off-campus in sharing accommodation to reduce the cost of education.
