There are some unis who ask for one of these, but is it acceptable to send scores of TOEFL when they ask for IELTS and vice versa??

TOEFL has gotten into some problems, especially in India, where it has been alledgedly available for 'money' in the black market. Many universities are beginning to doubt the TOEFL results. IELTS is a British system and is generally acceptable as an alternative. There is no harm in sending TOEFL scores, even if they ask for IELTS. If they do not accept it, they will get back to you, but it is worth trying.
Hi Aisha, generally it's better to narrow down your choices of Unis (shortlist Unis) and then find out what specific English test they require. Some Unis are relaxed about either test scores (IELTS or TOEFL), while others are quite particular about one or the other. Some Unis are even okay with Pearson's English Test. There are a few that offer an indigenous English test (implying an in-house English exam). So it's very dependent on the Uni(s) you are applying to.

I suggest TOFEL. This site is useful in getting some infor for USA study abroad.
The Universities in america mostly favour the TOEFL however the universities in the other English speaking countries tend to favour IELTS. It will be advisable for you to check with all institutions individually and check for availability, check for specific programmes for which you want to apply. You should also know that border agencies may request test scores to obtain a visa, so it's best advised to check those requirements before making your final test decision.
