Hi, there is no hard and time tested rules or regulations to select a University. A few factors to have in mind are
1. Are you eligible to apply to the University (Find out if your Academics, GRE, GMAT, TOEFL, etc match the University's requirements)
2. Can you afford the fees structure of the University
3. Is the University ranking fairly good ( You can use Uniguru website or QS website to get an idea of the ranking)
4. Use Social networks like Facebook to gain access to studying there or speak to alumni and get their opinion.
5. Chances of getting scholarships or RA or TA
6. Cost of Living in the city where the University is located.
You can also seek professional guidance from an expert Education Counsellor in your town or seek advice from USIEF ( which is part of US Embassy).
