You need to shortlist the University based on the stream in which you want to do your higher studies. The University ranking varies depending on the Engineering stream. Cornell, Purdue and University of California are good for Computer Engineering where as Georgia and Texas University for Civil.
Financial assistance from the University:
University provides grants, Scholarships, "off campus" / "on campus" job opportunities.
Graduate Assistantship:
There are a limited number of merit-based graduate assistantships which are awarded at the time of admission to qualified full-time students. Most of the Universities offer this only during 'Fall Intake'.
Scholarships:
In addition to Graduate Assistantships, there are a number of merit based Scholarships which are awarded by universities to applicants with outstanding academic credentials. These are based on performance and on the overall profile of the applicant.

Hi Makwana Kismat,
Me and My friends had the same question on how to choose universities. After watching the video "Higher Education Planning - Selecting Universities" video tutorial by Dr. Sridhar Pappu, our questions got resolved and we worked on the excel given by him in that tutorial and we were able to select the proper universities.
I think you also can do the same to solve your issue.
