Scholarship is based on Merit and only on tuition fees charged by foreign universities. Scholarship does not cover accommodation and living expenses which will cost few lakhs of Indian rupees. USA, UK, CANADA, AUSTRALIA are major countries which offer scholarship. Good and consistent growth of academic grades/percentage, SOP, Essay and in some cases standardized test could be requirement for scholarship. Scholarship can be full or part of the tuition fees. Scholarship is based on funding availability and scholarship policy. Most good universities have scholarship deadline for application.
In Germany public universities do not charge tuition fees and accepted student need to bear accommodation and living expenses. Accommodation cost is expensive in Germany.
I hope this helps you in getting some tuition scholarship for your further studies in Mathematics/Computer Science.
