I wish everything was as simple as you have stated in your question but the fact is that everything is based on good research of your profile with Australian Universities you wish to apply. Scholarships in general cannot be guaranteed as it is limited to select few merit based prospective student's applications that foreign university receives. Few Australian university offer partial scholarship which is small amount compared to your tuition to attract foreign students to join them (marketing startegy) but even those are based on your application and documentation.
If you have good academics and reasonably good profile with IELTS score of 7.0 bands than you have good chance of scholarship (if not full than partial).
Last but not the least, the more university you apply the more the chances of scholarship. I wish you very best!
Regards,
