PhD admission is based on overall student's profile which includes academics, research experience (if any), previous thesis publication (if any), GRE score, SOP, LOR, Transcript, etc.
You need to correspond with research/thesis professors after application for admission in PhD programs as these professors are the ones who will accept PhD pursuing students to work under them.
PhD seats are normally limited to one or two seats per course and hence you need to apply early so that you have sufficient time to correspond and market your profile to the research/thesis professors.
