I need information for Australian scholarship viz Do we need to have an offer letter from the university before applying to the University? Also Can you please do me a single more favor by just sending me a link of any Australian University that covers partial or all the tuition fees of "Post-graduate studies". My preferred area of study is "Agriculture or related Bio-sciences". Thanks

Scholarship is available on Merit and no university will disclose the complete scholarship amount with you application and documents sent to them. General scholarship can be known like for example a particular Australian university may declare AUSD 2000 scholarship to international students who apply for Agriculture program in their university. This scholarship is more of promotion than provided on Merit.

Agriculture Graduates find employment as: agricultural advisors, environmental consultants, agricultural researchers (early career), environmental consultants, horticultural specialists, plant breeders, tropical pasture and crop agronomists, and rangeland managers.

Masters of Agriculture is available in several top Universities in Australia and students are paid on par with IT Managers and other professions. Please see the websites of University of Queensland, University of Sydney, University of Melbourne, University of Southern Queensland, etc. 
Scholarships are awarded on a case to case basis and if you have good academic records you can contact a good Education Advisor and seek guidance about how to aplly for admissions and what scholarships are available for your profile. If you do not get scholarship, you might have to spend about 20,000 to 25,000 Aus $ per year ( 10 to 13 lakhs ) and the programs could be 1.5 to 2 year program.
