For qualified international students who want to get a head start on their education, CCS offers a High School Completion (HSC) Program. Students can earn a Washington State high school diploma and associate degree simultaneously - saving time and money. Tuition is at the same rate as the academic study programs. Students must submit current high school transcripts with a GPA of 3.0 or higher to qualify, and be 16 years old by the first day of the quarter of study. The first large cohort of HSC students graduate in June 2019 and many of them are transferring to top universities throughout the U.S.
The IELP (Intensive English Language Program), a thorough program teaching integrated English language, is available at CCS. At seven to eight weeks long, it fits within the summer holiday (July to Mid- August), and can help develop language skills from high beginner to high intermediate level. Students who elect to study in the IELP can enhance their language skills either to further their career or continue their education in the U.S., as well as develop confidence in English conversation. A test is taken upon arrival to determine which of the four levels of the IELP will suit each specific student.
There are a wide variety of programs at CCS. The 2 + 2 Transfer Pathway allows students to complete the first two years of their four-year degree program before transferring, or select a technical or professional program to enhance their skillset. Some students will study short term in order to enable international experience in gap years or summer breaks and short- term certificate programs are also available.

The American Success program gives students access to additional personal advising, leadership development, preparatory academics as well as a transfer network to leading U.S. universities and colleges.
CCS Honors is a selective honors program that challenges students to think broadly, creatively and independently enhancing student’s preparedness. Students qualified for this program generally have a minimum cumulative GPA of 3.2, strong writing skills and genuine intellectual engagement.
This joint admissions program is for students who are academically eligible allowing them to complete the first two years of their four-year degree at SCC or SFCC, before transferring to Eastern Washington University (EWU) in order to complete their bachelor’s degree.
CCS has a transfer admission program for international students. This program offers students conditional admission to their partner university of choice upon completion of their associate degree at CCS - making the process clear and simple while ensuring transfer options.
CCS offers Associate of Applied Science (AAS) degree options in over 100 professional and technical areas. These programs give students the skills they need to enter the workforce. Many technical programs do not transfer to a four-year university, so be sure to speak with an advisor when considering this program option.
The IELP (Intensive English Language Program) prepares international students from across the world for further education or the workplace by helping them develop English language skills quickly.
The IELP is offered at the Spokane Falls campus location (SFCC). Students may wish to undertake the IELP because:
To find out which level suits each student, a placement test is arranged, to test reading, listening, speaking and writing skills. The four levels are: High Beginner, Low Intermediate, Intermediate and Upper Intermediate/Advanced. Students study one level each quarter, so the IELP can range from one to four quarters in length, and costs range accordingly.
The writing, reading and listening/speaking courses are integrated into core classes. There is also a grammar in action course which helps students to understand and recognize grammar points in a fun and engaging way.
The Global Education Office handles all international student applications. Applicants will need to provide:
Students will need to demonstrate proficiency in English in order to study at SCC or SFCC. Applicants will require a TOEFL score of 61 (iBT), 500 (pBT) or 197 (cBT), an IELTS score of 5.5 with all bands at 5.0 or higher, an ITEP Academic score of 4.0, a GTEC CBT score of 1051 or higher or a PTE score of 43 or higher. Other tests will be considered, and for those without sufficient proficiency, an IELP course might be appropriate.
All non-native speakers of English must demonstrate their proficiency in English to be admitted to the SCC or SFCC for direct access to non-ESL classes.
SCC and SFCC have an open-door admissions policy, admitting graduates of any high school or any individual who has a certificate showing educational competence who is also 16 years of age or older. Admissions are first-come, first-serve until a program is full. Beginning the application process earlier increases the chances of admission so the application can be processed.
There are five steps:
Tuition and fees are set by the State Board for Community and Technical Colleges for all Washington state community colleges. The CCS Foundation makes scholarships available to students each year, including 300 major scholarships for tuition and books, as well as smaller awards towards test costs, program fees and any emergency needs that might arise. The general application period for these scholarships is from 15 October – 11 January every year, and international students are encouraged to apply.
In addition, students are permitted to work on-campus while they are studying at CCS. International students can gain work experience on campus with the Global Education Office, Tutoring Center, Student Government and Student Activities for up to 19 hours per week.
The F-1 student visa also allows students to apply for Optional Practical Training (OPT). OPT is a period during which students who have completed or have been pursuing their degree for more than nine months are permitted by the USCIS to work towards getting practical training to complement their field of study. One benefit for students who start their undergraduate degree at a community college is that they can apply for OPT at both the associate level and the bachelor’s level whereby they can be granted two work permission periods instead of one.
