Hi Kulvinder!
Most of the Universities in US which is offering PhD program for International applicant is Combined with Fellowships, where students receive funding with no strings attached, large number of International students receive the main chunk of their funding from the institution they applied to.
To be eligible to scholarship, Research Potential becomes more important than all other factors that will greatly improve your chances of Admissions. You require GRE General Test Score, TOEFL Score, GRE Subject Test Score, At least three (3) Recommendation Letters from scientists and/or teachers who can assess your ability to perform research, Transcripts to apply to Universities offering PhD Admissions. Sometimes you will be asked to write a research proposal as a part of your application. You need to write an email to Professors in the Universities you plan to study along with your research proposal attached.
You must stick to the deadlines of the PhD Universities very strictly as it is based on Scholar vacancies under the professor and on first-come-first-serve only. For Fall 2015 Intake try to apply on or before December 2014.
Some of the Scholarship awarding Universities are
• Esther Ottley Fellowship for International Students at Howard University Graduate School in USA,
• Fritz Halbers Fellowship at Leo Baeck Institute in USA
