Most of the US Universities will ask for 4 years Bachelors degree. But there are some universities which accept students who have completed 3 years Bachelors degree from a recognized university. You can find the list of universities which offers Masters in Philosophy on Uniguru website. Generally Universities will ask for a bachelors degree with GPA of 3.0/4 and a good score in English Proficiency exam (TOEFL-90, IELTS-7.0).
