The time required to complete MS (thesis) in Agricultural Economics in general is 2 years. The qualification required in general is 16 years (12+4 years of Bachelors degree) of education in Agriculture or related.
In case of 15 years (12 + 3 years of Bachelors degree) of education you will have few USA universities that require you to complete your MSc in Agriculture or there will be some will accept with MSc part I in Agriculture or few other USA universities will accept your 15 years of education.
In addition, you will have to take GRE and TOEFL.
