Institutes abroad for average or below-average Indian students

The definition of an average/below-average student is very subjective. A student who scores 80% maybe considered an average somewhere, and a student who scores 65% maybe considered a considerably good one. If you have a closer look, you may find that 80% in one institute means distinction whereas at some other institute it means below the highest mark, say 98%, thus classified as an average mark. Similarly, at some other institute 65% might be considered to be 1st class, for which students burn their midnight oil to achieve that score, whereas the same score might sound dull somewhere else.  

So the entire concept of tagging some student as an average or below average depends on various circumstances. And it’s quite obvious that some universities abroad may not understand the above justification. Moreover, due to a stiff competition, it's often difficult to get enrollments even with a perfect GPA or CGPA. So what will you do in those instances?
